The Puget Sound Clean Air Agency (the Agency) is publishing a public notice for a Notice of Construction Order of Approval for Seattle Galvanizing, Inc. in Arlington to install and operate a small parts galvanizing facility including a galvanizing kettle with associated dust collector and surface preparation tanks.
The small parts galvanizing process includes the preparations of the small parts through cleaning, rinsing, pickling in <10% hyrdrochloric acid solution, and dipping in zinc aluminum chloride flux solution, followed by a zinc bath in the galvanizing kettle. The galvanizing kettle has the potential to generate zinc particulate emissions, which are to be controlled by a 10,000 scfm dust collector. Surface preparation steps are exempt from Notice of Construction permit review under PSCAA Regulation I, 6.03(c).
The galvanizing kettle has the potential to emit 0.125 ton/yr (equal to 250 lb/yr) of particulate matter with diameter less than or equal to 10 microns (PM10). The total PM10 is speciated as about 68% ammonium chloride, 16% zinc oxide, 4% zinc chloride, 5% elemental zinc, and 1% ammonia. Hydrogen chloride (HCl) emissions from the permit-exempt pickling tanks are calculated at 0.048 ton/yr (equal to 96 lb/yr). Of the pollutants emitted by the process, only ammonia and hydrogen chloride are classified as toxic air pollutants under Washington Administrative Code (WAC) 173-460-150. Both ammonia and hydrogen chloride potential emissions are emitted below small quantity emission rate (SQER) thresholds.
The general environmental impacts of this project were reviewed by the City of Arlington, pursuant to the State Environmental Policy Act. The City of Arlington published a Mitigated Determination of Nonsignificance (MDNS) on June 11, 2024.
PRELIMINARY DETERMINATION
The Agency has completed a review of application No. 12427. Based on this review, the Agency has made a preliminary determination that the proposal meets all the requirements of Regulations I, II, and III, and draft Order No. 12427 should be approved, subject to the conditions in the draft Order of Approval.
