The Puget Sound Clean Air Agency is providing public notice for a proposed permit and public hearing for Pierce County Recycling Composting and Disposal LLC, dba Land Recovery, Inc., or LRI. The project entails the following at the LRI Graham Landfill:
- Recognition of the current landfill capacity of 34.6 million tons, which results in up to 7,000 standard cubic feet per minute of landfill gas production;
- Installation of a temporary flare, to be replaced by a larger permanent flare, for the control of landfill gas emissions; and
- Installation of a treatment system to remove sulfur from collected landfill gas.
The sulfur removal system will be required in order to mitigate sulfur dioxide emissions that result from previous unpermitted acceptance of sulfur-containing gypsum wallboard wastes.
PRELIMINARY DETERMINATION
The Agency has completed a review of application No. 12301. Based on this review, the Agency has made a preliminary determination that the proposal meets all the requirements of Regulations I, II, and III, and draft Order No. 12301 should be approved, subject to the conditions in the draft Order of Approval.

The proposed Order of Approval (along with the information considered in making this preliminary determination) are available below. These documents are also on file and available for inspection at the Agency’s office located at 1904 Third Avenue, Suite 105, Seattle, Washington, telephone (206) 343-8800.

Two public hearings on the proposed Order of Approval will be held. One will be held in person, and one will be virtual.
The in-person hearing will be held at the Frontier Lodge at Frontier Park, 21714 Meridian E, Graham, WA, from 2 PM to 4 PM PST on December 16, 2024. The Agency will make reasonable accommodations for any person who needs assistance to participate in the in-person hearing.
